对我来说，原因是我在禁区内工作。因此阻止了正在下载的文件。还有一些 gradle 无法下载所有依赖项的方式。我只是在开放的互联网连接中运行所有东西，一切都像魅力一样。

所以我按照这个thread 允许在受限环境中下载包。如果您在受限环境中工作，仍然无法解决您的问题，请联系您的网络人员。

你需要classpath 'com.android.tools.build:gradle:3.3.0'，根据this for gradle 5.1.1。

我不同意 Deepak 提出的将 google() 放在最后的提示。从历史上看，由于其他问题，我首先需要它。

另外，您的implementation 'com.android.support:appcompat-v7:28.0.0' 是多余的，因为已经有implementation 'com.android.support:design:28.0.0'。

根据this可以删除
