百度了好久，解决办法如下：
删除注册表某个节点即可。节点位置：HKEY_LOCAL_MACHINE\System\CurrentControlSet\Control\Lsa下的FipsAlgorithmPolicy下的FipsAlgorithmPolicy文件夹，保存，重启即可。
