command可以是名词，但后面接的that sb should do sth是完整结构，所以，不是定语从句，而是同位语从句。
The general issued a command that all of them should come at six o'clock.
将军颁布了一道命令,所有的人都要在六点钟到。
should可以省略 参考技术A 可以的。如：
他得到一个命令，从句（什么样的命令） 参考技术B 如果把command当成一个名词例如：He gives a command to me that I should eat breakfast. 就是名词性引导定语从句。
