Using the `\documentclass{scartcl}` and `\usepackage[footsepline=0.25pt, headsepline=0.25pt]{scrlayer-scrpage}` commands, specify headers with commands like `\ihead` or `\cfoot`. `i` is for `italic`, `c` is for `centered`. Not sure what `ofoot` or `lefoot` and its ilk do.
