GetTimeZoneInformation() 调用返回有关当前时间的 DST 信息,但转换后的日期可能来自具有不同 DST 设置的时期 - 因此在 8 月转换 1 月日期将应用当前偏差,因此产生的 GMT 日期比正确日期少 1 小时(SystemTimeToTzSpecificLocalTime 似乎更合适 - 尚未测试)
